The first consideration was that settlers believed Africans would not understand operational and functional principles of Western democracy.

Colonial systems are never designed to serve the interests of the colonized. From 1906 to 1909, when Sadler served as governor, efficiency in the implementation of colonial policy ‘‘resulted in the appreciation of African resources. ’’24 This form of exploitation is quite common under colonial conditions anywhere. Given the liberal traditions of the Asquith administration, it is doubtful that Asquith himself would have allowed this form of colonial abuse to occur in the form that it did.
