The decision to bar Africans from political participation was based on two fundamental considerations that are characteristically European and colonial behavior. The first consideration was that settlers believed Africans would not understand operational and functional principles of Western democracy.

From 1906 to 1909, when Sadler served as governor, efficiency in the implementation of colonial policy ‘‘resulted in the appreciation of African resources. ’’24 This form of exploitation is quite common under colonial conditions anywhere.
